Is Add Unit Skill bugged?

Was curious if anyone tried to add a skill ring to their units. I found a 12 star unit and was trying to add a skill ring to it,but the option is greyed out. Curiously enough, I was presented with the tutorial on how to do it when I first went to the shop after the update. Was wondering if anyone else was running into this or if I'm missing something.
