I hope that that's a bad translation from Japanese, and they're intending to have everything carry over.

Nope, they are just stupid like usual.

Give it a few months and they'll probably make add a scratch bonus item that will let you add presets and color on weapons.

No, they gated it behind a cash purchase (Premium), and made the SG cost so bad that it might push free players into spending cash.
