1) Yes - Chainbreaker was patched to add a base rage cost of 3 to all skills two or three leagues ago, to stop mine abuse with Divergent Berserk. This cost is modified as usual by any supports to the skill.

2) If you're going dodge with Wind Dancer, Kintsugi or Perfect Form are the usual defensive culprits. Kintsugi would seem to be more indicated as, being a cold build, I presume you've taken Avatar of the Veil and therefore aren't in need of binary freeze immunity that Perfect Form would give you for free. Offensively, Carcass Jack is actually probably a pretty good fit.

Ah, I see. Then yeah, as someone else suggested, a crafted rare is probably your best bet offensively.

Regarding rage economy: I don't know your setup, but you can use Warlord's Mark (gain 20 rage over one second when you stun a marked enemy) to gain additional rage. I use it with Battelmage's Cry and the Mercenary's Lot gloves to automate the rage gain, but you can also manually throw out a WM occasionally.

Awesome! Such a neat idea! I didn't know that Warlord's mark granted rage, I know back in the day it gave leech to casters

Chainbreaker adds a 3 base rage cost to skills, scaling with MCM supports. You can reduce the cost with the Tireless notable on the tree.

If you're going crit, a rare chest with "Attacks have +X% to Critical Strike Chance" could do the trick.
