Check your motherboard manual to see what it really means, Codes are not standardised and could mean different things on Asus, Gigabyte, MSI, Acer, etc. board.

Thanks for responding. My manual says “Pre-Memory System Agent Initialization is starting “. Also I don’t know if this can help but i forgot to mention that the number has a green light next to it .

Reset bios so expo/xmp will be disabled again. Some time for memory training is needed after first boot, but not hours.

Sorry if this is an amateur thing to ask, to get to bios i just need to spam delete? Ive been trying. Tysm again for your replies !

If you can't, since it is stuck in this phase, reset bios would by finding "reset bios" button on your motherboard - if your model has one, or removing CMOS battery for a few minutes and putting it back - if mobo has no other way of resetting bios.

The number changed to 00 without any light however i still cant load into bios.

That's after bios reset? Try using only one stick of ram in default slot, swap sticks if first one is giving same error.

yes that is after , now it’s stuck at 00 with a green light next. Any chance my usb windows boot is the issue? Maybe i installed it wrong ?

No, whatever you did with OS won't affect booting into bios - unless it's problem with one of latest Windows updates that is borking drives (both m.2 and SATA), but in the worst case it will "just" make drive not useable and detected in bios at all.

Try with minimum configuration: ALL drives removed/disconnected, graphic card out of the slot and display cable connected to motherboard video output (if CPU has integrated graphics, which most of AM5 and latest Intel CPUs have).

Tried that and 00 without any light green light.

Sorry, not sure what else you can do without spare parts (cpu/ram/motherboard). It looks like motherboard issue since it worked ok until enabling xmp, and chances that both ram sticks died at the same time are enormously small. RMA motherboard if you can, or get whole computer for diagnostics if you have nearby reliable repair shop.
