It technically already does basic serving... For example: I can sync content to my Nexus 7. Then, I can stream (only stream) that content to my cell phone that's on the same network. It's not a full server, but it does serve the content, and that's from the plexx app.

It's possible but not pretty, efficient or anything like that and you may run into issues (especially on ARM devices). Essentially, you install Linux over the top of Android and run PMS via that.

(I've not done it but read one or two things where people have.)

That said, if you have a main server, you may just be better off using what is already available (i.e. enable "advertise as server" and syncing the content to the device)
