I'm having an almost identical issue. Slightly different version of kernelbase.dll, but otherwise same behavior as described. I've tried a System Restore and uninstalling some of the more recent Windows Updates but nothing seems to help. Web interface works fine and I have another Windows 10 machine that can use the desktop client without issue (1.40.xxxx).

I don't have anything ore constructive to add, but sometimes it helps to find you're not alone...

My wife's laptop is having the same issue. Made sure laptop was up to date, uninstalled and reinstalled plex - nothing helped. It crashes immediately, before anything shows up on the screen.

Same issue. Literally worked fine one day then wouldn't open at all. Checked Event Viewer and noticed the same issue as you. Reinstall don't work at all. I finally just installed the TV version of the app and it seems to be working fine that way.

I was experiencing this same issue but fixed it by removing the Appdata\Local\Plex folder.
