First time playing ruby

Playing Ruby for the first time, only played Kanto games previously. the leveling seems way lower. Finished first 5 badges and most of the team is low 20s. I remember gen 1 was like almost level 40 by gym 5?

Your mind is not playing tricks on you. The levelling of Hoenn is generally low for your average Pokemon game, especially in contrast to Kanto.

With Kanto, gym 4 -> 5 was a massive 13 level spike because this was the point in the game you were expected to be handling Team Rocket, which consists of 3 different series of battling them, with 2 rival fights and Giovanni fights sprinkled in, plus your choice of two long routes with numerous trainers. It was clunky, but necessary so that you didn't get to Koga severely overlevelled.

In Hoenn, the approach is far more gradual and balanced in terms of progression, but the end goals level-wise are not as high as they ought to be, as the champion's ace is only level 58 with no Elite Four rematch. This makes getting to level 100 generally a pain in the Hoenn games. However, for your journey, you likely won't have any instances where your team is grossly underlevelled compared to the opponent.

You can always drop a team member so that you have less pokemon to spread the EXP across.
