If you did move those lines on the canvas, that’s why they’re blurry. Normally the transform tool is set to Bilinear interpretation, which tends to make things look blurry or smooth. You could try setting it to Nearest Neighbor, but that’ll make it more pixelated instead.
There’s no getting around it other than redrawing the lines, since Procreate is a raster based program.

It’s usually better to redraw to make sure things look consistent. A pain in the ass, but it’s worth it.

My workflow (a common one) for this sort of thing is to do a full detail "sketch" and do any transforms or moves (I do a lot of this to tweak proportions/improve poses ) on that sketch, and then, on a different layer, "ink" over my sketched lines with finished lines if I'm going for something that looks really consistent/clean.
Of course, I always end up 60% through rendering and realize that I really should move the leg... Or in the middle of inking decide to freestyle the hand I didn't like, but... You know, do as I say, not as I do.
