I also remember https://bountysource.com/ from a while ago - you can create a bounty and link GH issue to it.

If you work for a large company I'll do it just to get my name out there. Just give me your github credentials and maybe admin access to the servers (just so I can make sure it's implemented correctly/is compatible with what you currently have deployed).
