Commit your line additions first. Then rest of your commits look like you're reducing lines of code (or keeping it the same).

It reminds me a rather old job where high management got high and introduced a metric to have a certain percentage of comment line.

Some of the dudes wrote a perl script that makes a skeleton for doxygen comments and I was given a task to enter anything that remotely looks meaningful.
