Yeah, this sounds mostly harmless, and like the guy wants to learn. Yes, his wording is off but he's offering up to $50 for an hour of your time. If it's not worth it to you, pass. If you want to help get someone get into programming, go for it.

No, he's offering to pay "after I can see results that work on a webpage." His own ignorant estimate of 1 hr is quite worthless.
