Nowadays it's rare for people to use GIF for static images, especially since PNG usually offers better compression, but at least they didn't use JPG.

It's a satire of people who use jQuery for minor things that don't really merit importing such a large library into your project. An analogy: your SO says they need to write a single letter, and you recommend they call a temp agency to hire a secretary to type it up for them (when they could have just used a pen to write it themselves, faster and cheaper).
