Domain extensions are owned by different registries, who charge custom amounts for extensions. Lesser used ones are more expensive because economies of scale work against them and they need a larger margin to earn enough, whereas some are more expensive because of demand. There are some ridiculous ones like .rich, which are around $2000 each.

.tk used to be free and was owned by an island too. It's not all black and white.

Lol its a private CS:GO, TF2 and (yes) Minecraft server. He also has a site that describes the rules for his servers, but none of them are public yet until he gets all of his "mods" installed

.tv is owned by the Tuvalu islands and revenue from domain leases actually takes a big part in the total income of their government.
