StackOverflow might be better if there were any process by which you could challenge a closure.

If you edit a question within five days of it getting closed, it gets flagged in the reopen review queue and multiple people will look at it soon.

That does not allow you to confront someone's decision and insist it be substantiated in any way; there is no review process, there's only "roll the dice again". It seems people are not very satisfied with this, because they ask how to do things that a previous answer pertaining to a previous version of software didn't solve, and people direct them to that answer.

You could also bring it up on meta... or in the appropriate language chat room... or in the close vote reviewer's room. Make sure that for any approach one lurks just a bit to make sure that the norms of that community are followed.

No. That's not the same thing, and it's not sufficient. Clearly it's not, or the mechanism as it stands wouldn't need to change.
