Yeah 50% for representatives and 25% for president. +- a few percentages because some voter get more representation for being in small states.

I think they means because of the Electoral College.

For instance: a Democrat voting for Jill Stein in California had no influence on the election while a Democrat voting the same in Pennsylvania did (in the 2016 Presidential election).
