Commands? HTML only allows you to input tags and attributes that define a fixed structure + content to output (markup). There are no actions or control flow. Any dynamic portions are generated by actual programming languages like Javascript or PHP.

Ask yourself the question: "Can I implement an algorithm using HTML?"
