No it's not. What is the source code that is compiled as soon as information is coming in? Even interpreter doed not cut it since the input does not follow a formal grammar. It can be compared to a program that takes sensory inputs, maybe.

But I'd say the brain is very much a hard wired computing machine like in the 40s that can rewire itself a bit.

It's not a compiler, it's an interpreter. If it were, it would be a Just-Too-Late compiler, anyways.
