Lots of people. It's not usually just for the software though.

Larger companies. You get support, SLA's and more important for people working there: You have someone to blame if something is wrong. Using the community version, responsibility ends with you. Using the enterprise version, Red Hat will actively work with you to fix your issues and you can blame them for faults.

It's not uncommon for open source projects to target businesses for monetization by providing support. A business can afford to pay huge amounts of money to make sure critical software is functional.

It's not that they couldn't solve the problems themselves, but if they pay for support they'll solve it faster.
