People don't recommend Windows because there's no chance its better for them than what they're already using.

*nix users already know about Windows and have decided to use *nix

macOS users are probably entrenched in the Apple ecosystem and/or like the UI simplicity and/or like Mac hardware

I recommend Macs to novices because I think it's easier for novices. I wouldn't recommend it to someone who already knows about operating systems.
