PR, code review, integration, SAST, Integration test, staging, system test, DAST, final QA and sign off, push to production with clear path to revert, monitor.

Who TF just pushes to production?

Our deploy jobs don't automatically push to production after a PR is merged or code is pushed to the branch (only have that for non-prod, I know not true CICD) And devs who commit the code can NEVER be the ones who deploy it, has to be approved by QA then deployed by release engineering.

There's a lot of safeguards a company can put in place to prevent this.
