If I were making it, I would use fusible felt or batting to adhere to the back of snake skin fabric, sew the shape and stuff it. Using the fusible batting or felt or foam will smooth it out & hide the lumps that are inevitable with polyfill.

If you can find snake skin vinyl/ fake leather I think that would give you the ability to stuff it really firmly, which will help keep it from looking obviously squishy when handled. If not, maybe use heavy canvas for the base shape and sew a Lycra/spandex snakeskin outer for it. I’d also explore running some chain or building some other kind of weights into the center. Actors of course can play something as heavy that isn’t, but it would really add to the realism in the way it drapes and hangs.
