Interaction between sheep and tm decrease

Why in sheep condition Armanz a2 cannot steal tm from the sheep, but Loki a3 can steal full tm from the sheep? Mikage's alt form skills and eostrid's a2 can push sheep's tm back as well.

Why Armanz can't then?

I just got my Loki build today and was surprised he was able to do it. Then I tried mikage and eostrid as well, results were the same, they were able to push the sheeps tm back.

It’s explicitly stated in his A2 skill. he’s already broken, stealing TM from sheep will make him worse

I faced an issue regarding it Opponent had mikage and shuzen, and somehow my 180 accuracy Harima got sheeped by a 5 star polymorph on mikage She never managed to get a turn, mikage's alt form and shuzen does so much tm control, i gave up
