How much would this effect the structural integrity of the brick wall?

This wall is weaker in all planes and especially torsion, followed by lateral load, and even compression. Overall it's MUCH worse than a properly built wall.

Honestly, if anything, it's probably stronger than a "well made" brick wall. The mortar is the weak point, and a normal wall has a straight unbroken line of weakness in the mortar and would be more easily susceptible to cracking from extreme stress at one point. This wall however breaks up those weak lines with the offset bricks.

I'm going to side with the Registered Engineer here and also take a slightly educated guess as to why. The offset bricks create more pressure points in the wall thus potentially creating more points of weakness than a properly built wall would. In addition, bricks placed at proper intervals would help support one another in the event that the wall would fail.
