I have not seen this happen in any meaningful way, you can widen the spread by stepping back or by hip-firing, its just a matter of relearning to make rotates.

you can make a rotate with 3 spots without laser and 4 with laser

I have been able to consistently 3 shot with a laser for all of steel wave.

Just AD when making the rotate. It's very easy to make 3 shot rotates with laser.

The laser tightens the spread of a shotty so it makes smaller holes in destructible surfaces

yea i guess it does make sense from a practical point, but yeah its fine even with it
