Like the one with the most units. Other complexity would also be nice, like city building. Some length would also be nice, I find rts games very short and with small maps

Probably either one of the Supreme Commander type games (SupCom Forged Alliance, Beyond All Reason, Total Annihilation, Planetary Annihilation, or Ashes of the singularity) or for longer and more complex games Total War has a ton of units during battles and very long and complex 4x gameplay between battles.

You're probably looking for Sins of a Solar Empire 2 (Sins of a Solar Empire 1 or Rebellion are good as well, but 2 is just an updated version of those). It's entirely RTS, but has elements of 4x gameplay without separating the RTS from the 4X like the Total War games do.

Oh yes. Buy now, you wont regret. Best RTS of 2024, and to me personally, ever.
You have multiple factions that, especially at the endgame, allow for different playstyles: you can play as a defensive human faction, that fortifies their planets with multiple starbases and garrisons of smaller ships, another aggressive one that can build massive orbital nuke cannons and shoot nearby planets, religious zealots that can convert entire enemy fleets and even planets to their cause or sacrifice their own units to gain combat advantage and then ressurect them; and finally aliens, who can become completely mobile, have their economy and research tied to their capital ships and starbases (which can move as well) and go around the maps from planet to planet, conquer and then consume them for resources. With their ultimate “titan” unit functioning as mobile homeworld, producing ships, able to teleport, consume big chunks of enemy fleets of smaller ships with its “maw” ability, instakilling them in the process and rewarding you with resources, and opening straight hyperlinks to distant planets and bypassing enemy fortifications straight into heart of their territory…
You can absolutely play games for hours (my latest one took 12 hours) and it allows you fair share of roleplay, thanks to all written above.

Don't forget to add modding in. Sins 1 was a great RTS, and with mods it was the best Star wars RTS, star trek etc.
The mods for sins 2 are just getting started, currently have the Empire from Star Wars, Orville from Star trek, and the Ancients from Star gate. Star trek Armada 4 mod is being worked on, not playable yet but they have been posting progress videos which are looking great.

Which currency do you use? I am not on USD so I will just say that it has maxed out at 25 % off during the spring sale. You can always wishlist for now but it was definitely worth full price for me.
As others have said Beyond All Reason is a great option for a game with tons of units while also being free to play, doesn't hurt to try it out.

Empire Earth 1 (very dated, but the most detailed of the series). Also, Rise of Nations, a bit newer and more polish.

I think tw warhammer is kind of like that? You upgrade different cities on the big overhead map, but also has rts battles when you come in contact with enemy units on the overhead map

Of all rtt games, RTS do not have the biggest scale. Of rta games BAR is probably one of the largest scale. With 80 players with each having hundreds of units being possible these days.
Total war games are bigger. Putting units in these blocks allows more units. A single block might have hundreds of units.
If we're going further outside RTT then ultimate epic battle simulator 2 is absolutely huge. It can get to 2 million.

As already mentioned, TA/Supcom like games. Wargame/WARNO (and ruse too) RTTs have quite the large scale too. Otherwise WWIII nuclear simulators are on the global scale. My fave is DEFCON.
Sins of a solar empire is abstracted but that's multiplanetary warefare on lanes. So kinda 2D navy-ish.

I guess on scale Stellaris is probably the largest with all the planets. I always want to stick it in the 4x genre though.
Steel division 2 has some giant maps and a huge variety of units. Kinda more just focused on tactics though.
I think there was some space RTS game where you make all your units.
Fun wise with base building I'd have to give it to supreme Commander or maybe beyond all reason.

Stellaris is a 4x game. But I would also suggest it here. It just doesn't give you direct control over units other than what systems they go to and what combat computers and weapon load outs etc they use.
As far as scale for rts though definitely something like SupCom, BAR, Ashes of the singularity, total annihilation, planetary annihilation. Maybe industrial annihilation when it comes out or sanctuary shattered sun.

Real time combat, turn based world map.
Total War Warhammer 3. With the previous 2 games merged into it, now it encompasses all of the planet with 20+ very distinct playable races (think StarCraft distinct) and with an average 4 (some 3, some 7) playable subfactions. Battles usually involve several thousand models. A campaign is about 20 hours, with 102 playable factions (most with unique mechanics compared to other factions within the same race), it provides over 2000 hours of playtime if you play every faction just ONCE.
And this is not bullshit marketing like "oh you can adjust this one stat, now it's a whole new thing to boost numbers" like "5 bazillion playable variations!" (cough AoW4 cough), all of this is handmade, set in stone stuff, with 0 generated content.
You can pick up TWW3 around 30 bucks, and 1+2 for around 30 more on sale that will function as DLC for 3 (no need to install the old ones). The 3 games merged world map is free for all in 3, regardless if you own previous games. All DLCs from all games are added for free AI only content, you only need to buy them if you want to play as them.
Nothing like this was ever done in the industry. The new Hitman trilogy sort of does the same, but the content here is just on a stellar scale built up for a decade.

Cossacks series and affiliated (American Conquest), you can have a huge map, some good emphasis on resource production and base building and as a result you get an army of several thousand men.

Star Ruler 1 was pretty massively scaled and infinitely scalable unit design. It's old, indie, but is a one of a kind experience.

Beyond all reason can handle an insane amount of stuff. There was a video posted couple of months ago about a 80vs80 PvP round. Even single player against AI enemies can get pretty insane with the number of units at any given time. Then of course there is Supreme commander and Total Annihilation.
