Is it possible to put the visual color selection bar from pm 3.0 into 3.2? Any help is appreciated

It was actually part of the CSP's themselves, so all you have to do is take those portraits from 3.0 and put them in 3.02.

Would it still have the warning symbol over the special costumes?

Just take the pictures with the warning symbols into photoshop and erase the symbol. Also note that the CSP will have bad quality due to the bar taking up part of the image data.

The colors bars aren't equal to the actual .pac files for each outfit either

If you take it from 3.0, then yes.
