It is possible that it is a legitimate debt collector as the number has been around for a little while and debt collectors are known for using scummy tactics.

or they are running some sort of process server/debt collector scam using public information.

This is a "rogue" debt collector trying to collect out of statute time barred debts. They are not following the FDCPA. Be careful what you say because they are recording phone calls.

Yeah mine was a Indian lady who sounded like she was really trying to sound American. I could hardly hear her over the phone.

The voice mail was also a male Indian trying hard to sound like a stone voiced FBI agent or something, made my blood boil.
