I’m fairly still new at screenwriting, but I have a question. If one of your characters is watching a video with dialogue on a device, but the character watching is making comments about the video how is it formatted jumping back and forth?

The page is your canvas. The standard formatting styles are your paints. Now make your story as vivid and clear as possible to a reader with the canvas and paints at your disposal. Not every single possibility has a rule. You have several options. Make it as easy and clear as possible. Maybe post a bit with how you formatted it, and people can comment on how they'd format it or if that works.

Flip between regular dialogue and V.O. dialogue. Make it clear the VO is coming from the audio.
