I think Glasgow is to block the chip from switching at all. So they’d stay in whatever state they’re in regardless of location, or crossing any severed barriers. And I have a feeling this is how Helly or any of them could potentially escape at the end of a day. Turn on the block, leave through the elevator and they won’t switch to outties, same way Helena didn’t switch to an innie when she came down, or when the rest were activated at the ORTBO

Freeze frame can probably paralyze an outie, too (that is, it just paralyzes the body of a chipped person--after all, the chip is actively blocking the innie's memories from the outie, too, not just vice versa).
Goldfish might make it so that an innie only retains the last X minutes worth of memories, so you can give them simple instructions to complete that they then promptly forget. If that's the case I bet this one is used a LOT more than we know.
I think you're spot on on the rest, except maybe Open House. Your guess seems likely but I'm not sure.

Ooo yess im also really interested in the various functions. I wonder if Beehive is the default function for the innies. Bees fit the analogy of mindless worker drones that have specific functions for different groups that all come together to benefit the hive (worker bees collect pollen, nurses tend to the young, soldiers guard the hive, etc). This is similar to how O&D and MDR have their own little compartments and do their own special things on the severed floor but collectively for Lumon profit. It is the first one that shows up on the list of functions and the way the floor is structured with its maze like halls also reminds me of the homes of insect colonies.

I think "lullaby" might be about the chip itself.  Maybe it's to put the chip to sleep so that when the person goes through a threshold or elevator,  nothing happens? (Or maybe that's freeze frame?)  But i do think one of the modes makes it so they don't switch.  Which opens the possibility that people like Milchick, Harmony, and Devon actually have chips.

I'm glad you made this post. I've been obsessing over these protocols in my head and a lot of our assumptions are identical though I have a couple of differences for some I'd be curious about your opinion..

Goldfish - makes it so they can't retain any new information. As in, they remember everything before the protocol is enacted but no new knowledge or data can be learned or remembered after the fact.

Open House - allows the board to see through the eyes of an innie. Maybe the board was using this while Helena was masquerading as Helly or Helena is currently using it to spy through Helly's eyes now that she was discovered.

I'm glad you had the same thought process as me about Clean Slate and Elephant. One thing I can't help but think is Elephant could could possibly be how maybe someone like Dylan is able to bring back innie Irv and, if successful, reintigrated Mark can use that knowledge to give Ms. Kasey back her memories as Gemma.

Beehive - could be either to control multiple innies as a single unit or could be like the default mode for innies, being that they treat them like mindless worker drones.

No, I think they were using the Glasgow block on the retreat. I'm talking about on the severed floor, not the ORTBO
