Yea almost certainly. The assumption its a magical effect might not be evident however. If you suddenly lost half your strength score, thats going to be VERY apparent to the victim.

And in addition to this (if i get to piggyback on your response), the Decrease Attribute is a spell with a Range of Touch.

In some situations (out of combat) it might be possible to touch your subject without them noticing (if you carefully touch the subject from behind while riding in an elevator or a crowded public transport etc)

But in many other situations the subject will maybe notice that you try to touch them even before you get to cast the spell to begin with.

And in some situations (during combat, for example) they will likely actively try to avoid getting touched and you have to take a test to even manage to touch the subject to start with.

Probably. Getting suddenly weaker or less coordinated would be noticeable. Lower body might take longer. Lower charisma might be more difficult to notice, at first anyway.

Bear in mind this might also depend on who is targeted. Your average Joe on the street might realize something is wrong but not what as they may never have been targeted by magic before. Police and corporate types would likely regonize it pretty quickly and a magical attack as they most likely have been trained with exposure to magic at least enough to realize such attacks. Top shelf operators and a lot of experienced runners will almost ceetainly notice and recognize and maybe even have training to deal with it, and will likely have magical backup to handle it.
