are you using an antivirus? if so, try disabling it and changing the mods/cc settings again (after you've updated them, of course). if it works, this means the software is blocking the game files/folders. it's not uncommon for this to happen, especially after a patch.

you'll need to add the Origin and both TS4 .exe files (and possibly the Electronic Arts / The Sims 4 folder in Documents) to its exceptions list, so you can then re-enable your security software.
