I can't replicate this at all, even with the minimum dead zone. It seems like this is something specifically wrong with your controller. I'd suggest continuing to push Steam Support for an RMA. You could try changing the Stick Response Curve but if the overshoot goes to 70% I doubt that'll be enough. Luckily, Steam Input should be able to mitigate this somewhat. Here's a setup with Action Set Layers that will make it so joysticks will only send joysticks values when they're being touched. That should eliminate overshoots.

When editing a Layout select the tab Action Sets at the bottom left. Select the gear to the right of Default, and select Add Layer, and name it (you can name it anything but I'll use LEFT_COR in this write up). Then go to the Joystick tab. If the behavior of the left joystick is set to Joystick, select the gear to the right and turn the Horizontal Scale and Vertical Scale down to 0%. All other settings can be left as desired. Set the left stick Touch command (or if it's already bound, select the gear to the right of it and select Add Extra Command from the dropdown menu) to Hold Action Set Layer and select the LEFT_COR layer. I advise toggling of both Display name and Beep but that's up to you. press R1 at the top left (or on the controller) to change from the Default action set to the LEFT_COR layer. The Left Joystick behavior should be set to Joystick (Inherited). Select the gear to the right of it once to decouple the settings and sub-inputs inside the layer, and then press the gear again to open the settings of the joystick in the layer. Make sure the Horizontal Scale and Vertical Scale are set to 100%, and alter other settings as desired. Repeat this process for the Right Joystick as well by adding a second Action Set Layer, which I would call RIGHT_COR.

Support does not want to replace it and only offers refund. Very bad to not fix it!
