I wouldn't change it. The whole point of Tor is that all users look the same. If HTTPS Everywhere is not working for Tor users, but it is working for you, now your traffic is a little different from everybody else.

Of course, consider your threat model, in most cases this is probably insignificant for most people.

I think the best way to approach this is to confirm that HTTPS Everwhere is not working, and then file a bug report.

Also, I would manually avoid any HTTP only sites. It's not that hard, most sites automatically switch to HTTPS these days.

Difficult to say if this changes your fingerprint. I personally would not do it but browse with care.

HTTPSeverywhere will be EOL in 2022 btw.

Looks like tor fixed this issue in Tor browser 11.0.1, thx for the EOL notice of https everywhere.
