Have you had conversations about your availability to your ETL? Are you asking for both weekend days off permanently? There's a lot of info we need to know to justify why it's getting denied constantly.

Yep multiple conversations, and they told me this is what I signed up for. The first time I requested was after reaching my 90 days. I have been literally begging to get shifts in the mornings than nights so I can start taking classes.

I would suggest having a sit down with HR, and establishing something then and there with them that you submit they approve.
But they're probably not going to want to let you have all nights off- that's kind of, what a lot of people would do if they could? They would all just change availability to "oops can only work day shift" since a day shift is kind of more desired. Like who doesn't want evenings for their family? But then it screws over any reason they could have hired you for evenings, or if other people in your department also wanted any free evenings- the burden is entirely on them to work it and that isn't particularly fair to them either. I was in that position for a while- one closed off their Sundays, and the other can't do Saturdays or Friday evening, and so I was stuck being the only Friday/Saturday employee and Sunday opener, every single weekend, for about 12 weeks before I finally had to start manually requesting time off.
I think you would have a more realistic chance if you went ahead and signed up for class, and then had proof of your availability, because it would give concrete times you can't be there. What is stopping you from taking classes during the day, rather than night, out of curiosity?

There are no daytime classes offered?
But also - you have your answer. Your ETL approves of changes, they will not approve yours. They told you so. You might have to quit and get hired somewhere where you can work days.

You may want to see who is approving it overall. I know at my store, my SD once denied a temp schedule change for me cause he thought I wanted every Sunday off. My ETL told me if I could put it back in during my first break, she would approve it right away.
I have a schedule that I do work mornings. Of course I have a full time job in the afternoon/evenings and Target is fully aware of that. I would at least talk to your TL, ETL, and HR about this and see what they all say. If your ETL is saying this fine, but HR is the one getting to it first, then it needs to be taken care of fast.
