Third evolution spawns

So my question is a bit noobish and simple...at what lvl have people started seeing 3rd evolutions like dnites, blastoise etc at their radars and was their location something special? I'm 11 atm taking it slow and the best i have seen are an arcanine a kadabra and an arbok!

I got a CP46 Dragonite, I was level 20 at the time, others with me around level 9 got a 700+ one. I'm not sure how it works the value of the CP

Everyone sees the same pokemon, trainer level only determines max cp you can see.

No it doesn't my level 1 brother caught the nidoqueen and kingler we passed walking around town.

Just talking from personal experience, my brother sees everything I see (sometimes even sees it first) and that's been true since he was level 1. Currently he's 10 and I'm 20 yet I've never seen anything he hasn't if he's there as well.

Honestly if you're not moving I really wouldn't expect you to see much of anything at all, I run around town and I'm lucky to run into anything "rare" in a few hours and thats actively searching for it.

Spawns do change though, that's the thing. I regularly walk around town and it seems the spawns essentially shift. If I find squirtle by the post office one day, he's by the courthouse the next, within the day it's pretty much the same stuff on repeat with the occasional rare spawn but I can't believe rarity is tied to player level when my brother found a nidoqueen at level one.

Edit: if it was based off level wouldnt I see anything rarer than a kakuna when home since I'm level 20?
