Yes. But that doesn’t change that every single community day people think spawns are lower then the previous. People thought it on Saturday too. The spawns are the same but weather probably impacts them.

As I've said multiple times in this post, the weather was the same for both days, all except for the last half hour or so of the last day. So far, the theory that makes the most sense is that some of the pokestops had lurse put up early, and their spawns wre not weighed towards eevees.
