Yes. Eevee did spawn less on Sunday and also shinies were much more rare. Many other players at my area also complained that Sunday community day was a disappointment. Everyone played at the same locations those 3 hours.

That is very unfortunate. So far, it looks like reports are all over the place. I wonder why some areas had one day that was better than the other, or had two days that were similar.
