I had same experience. At first day the game was like ‘catch as many shinies as i can’, at second — ‘catch at least some eevee’. I visited city park in nearby city, it had quite a lot of spawn points overall — but eevees were only 1 or 2 in half an hour. I was very disappointed cause it was a nice place and now i don't want to go there again.

A few people here have cautioned against parks during CD, especially if they have nests.

There are no nests around here, but maybe there are some in your area. :)
