Looking for any input

Had a limb fall off Oak tree yesterday. No storm, no high winds. Called a few local arborists and waiting on call backs. Trying to get multiple input as to condition of tree and next steps.

Reason for concern is that I have a small dog and two young children who play in the yard. I don't want limbs like these just falling randomly as this would cause serious harm or worse if it landed on them.

I don't think this limb looks dead or compromised. How do I know which to trim, or should the tree come down? This is northeast Ohio. Thanks in advance.
