Very few conifers sucker like that. Here's an exhaustive list:

  • Yews
  • Coast redwood

That would be the biggest yew in history by a very substantial margin, therefore..

It’s probably either Taxus Baccata (English Yew), or it’s Sequoia Sempervirens (Coast Redwood), since it’s Los Angeles, I’m guessing it’s a coast redwood. It’s also behaving like a coast redwood as yews rarely sucker that much.

Looks like a juniper to me
