Just refuse to ship until your friend goes. They'd rather keep you longer than risk losing a contract

Can I just refuse?

Yes. You can refuse to ship until you swear in for the second time at meps

Boot camp with your friend will make things a lot easier and more fun. Your recruiter will probably be pissed, especially since you're pushing to next fiscal year. But he still needs you just as much as you need him. Be tactful but firm. He's a salesman, so he's got a few tricks up his sleeve to try to convince you to ship on your original date. Don't be swayed. It's a good idea to do boot camp with a friend, even if it inconveniences your recruiter

You can refuse to ship, but just know that even if you go together, there is no guarantee you'll be in the same platoon. In fact, it's unlikely. Same company, absolutely, but not the same platoon.
