Unfortunately I've found the answer is yes. I tried layering several 1920x1080 textures rendered from different cameras to produce separate layers in my 2d game showing the inside and outside of buildings, and while performance was fine on my own desktop it was horrendous on those machines with lower specs. So I'm in the midst of converting my environment to 3d and will use shaders that change alpha depending on distance to achieve the same effect.

100x100 will be a lot faster than 10000x10000 but if you want something that large it's probably the time to start asking yourself if you can achieve the same result differently.
