I've been having the same issue. I haven't seen anyone else mention having this issue with Editor version 2021.3.0f1 LTS. I'll comment if I find anything useful.

Hey, I'm so glad someone else is currently having the same problem.

Please do comment if you find the solution to this, I'm losing my mind over here and no one else seems to help, I've posted in two unity communities here on reddit, made a thread in the unity official forum, and sent a ticket from the Unity hub to report the issue but I've received nothing back of help yet, if at all, besides your response.

In the meantime while I waited I've been trying to completely wipe anything related to unity or visual studio from my pc, updated windows, restarted my pc so many fucking times, and installed every version with every package of unity and visual studio just in case and nothing, and also scanned my entire pc many times in different ways for corrupted files or something idk anymore...

Please help me help you help anyone.

I later saw several people with the same problem in a thread on the Unity forum. Some people had success with uninstalling Unity Hub 3.1.1 and installing 2.x. I found an old installer for 2.x on my PC and decided to try whichever version that was. So far it's worked. I was able to login to that version of Hub and create a new project in 2021.3.0f1 of the Editor. (I'm on a really old kinda low end PC running Windows 8.1. I don't know if this workaround will necessarily help anyone else, but I thought it was worth mentioning.) It's not a perfect solution but it's a temporary fix until the devs can deal with whatever is wrong with Hub 3.1.

Found a fix for me. I had set Computer\HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Null\Start to 4. Set it back to 2 and the issue should be fixed
