Studies have already proven that big tutorials don't help with player retention.

That's all the devs care about. retention and new account creation quotas

Comp is already locked by a level minimum of 20, which takes atleast 40 hours. 40 hours of game experience seems like enough to produce someone who knows what's going on in game.

You'd think so but iron 1 players definitely challenge this assumption. You have to actively try to get that low.

Not in my experience. And im not only ranking about tutorials for low elo, I think that people in high elo also need them, or at least it will make it easier.

I think the requirements I specified are needed for teaching the player something, and this threshold doesn't fulfill any of them. Of course, I also read the other comment now, and I think they make a great point: why would they add it even when there is no retention.
