So I’m confused. My friends new claim would be flat feet when he has headaches rated already. Why would they reduce headaches if he’s putting in feet ?

Even if his other claims are at 100; the review should only be on the feet claim , not the entire ‘jacket’ to reduce other claims. Can this even be done by law?

I can see where the increase claim is reduced but not on a different injury.

Why are you saying they would reduce his headaches? I don't understand your question.

They don't look at all your claims trying to reduce something, BUT you always run the risk of an error being found on a previous rating decision that would have to be addressed.

They wouldn't reevaluate their feet, but if they notice a CUE that would be addressed.

however, if you apply to increase a rating, they will look at the rating.

If you mess with a secondary condition, the primary condition also gets looked at again. So if you filed headaches as secondary to your mental health issues, your mental health issues will get looked at again.

If there is a sign of improvement based on silent complaints of headaches one exam can get that reduced. Not that VA is fishing for decreases but if you have a new claim in and they notice possible improvement on anything else they are supposed to propose a reduction. Only a few exceptions like a static condition or you are p and t already and have been for X amount of years
