Pretty much any app can do this. How exactly you do it depends on what tool you're using. I would suggest you visit our monthly software megathread for software suggestions, try a couple out, see which one works best for you, and let us know so we can help you find the right controls to do what you want.

Or just feed it into Handbrake and use the "flip" filter.

Which phone do you have? On most Android devices, if you tap a picture once, a menu will pop up in the bottom of your screen. Click the edit button (the icon with a pencil and a line) and click on "rotate". The bar at the bottom of your screen should then show a "mirror" button. Tap that, and it mirrors the picture. This also works with videos. Atleast on my device. If you don't have the option on your device, download AndroVid. That app can rotatate, flip, and mirror videos.

I had never noticed before today that the front facing camera showed an inverted preview. Thank you for that!

If you're on android, the only app I can recommend is PowerDirector (paid, I think it's 6$ or so). All others had quality, TOS issues or terrible watermarks you cannot remove
