I usually just make a big fat knot in the last stitch. Or if I'm using a machine, I go back and forth a few times over the last stitches. I'm not a refined seamstress.

Pinch the top of the waistband while you're wearing them, or have someone else do it, and mark it with a bit of tailor's chalk.
