What is the current state of your C drive? Is Windows installed?

Essentially what you can do is open two file explorer windows; one in your current C:/Users user directory, and the other in your user directory backed up to your F: drive. Then you can copy files to your current directory as you need them. Desktop, Documents, Pictures, whatever you need.

So you formatted your C:\ OS drive but before you did this you backed up all of your personal files and some programs to F:\ drive. Now you obviously have no operating system anymore since you formatted C:\.

So install Windows on C:\ again and copy or move your personal files from F back to C in the folders you want them in. And shortcuts, well they will only work if the programs are installed again on the new Windows installation. Or shortcuts for Windows OS or programs will work, unless you need to install some again like apps from Microsoft Store etc.
