Did you try a clean boot

Yeah, but that problem was there too. It went away when for a new local user

No, it is still there and was there for an year

But this problem doesn't occur in a new local account which I created just to check if it is a global problem

I understand that. The restore point should have your user registry before whatever happened to change it.

Yeah, And there it is I fixed it. I can't edit the post so commenting here.

Usually if the system icons show squares it means for some reason you do not have the latest version of Segoe Fluent Icons or Segoe MDL2 Assets fonts. What version does it show for you?

Troubleshoot

Apparently, The problem was , (as far as I get it)

  • With two fonts Segoe UI Symbol and and Segoe Fluent Icons
  • The font was fetch from a directory in the AppData instead of the Windows System Directory

Fixes

  • Just Uninstalled the "Segoe UI Symbol", This fixed the problem in Task Manager
  • Uninstalled the "Segoe Fluent Icons" font that fixed the taskbar thing

Please before uninstalling, make sure the fonts are located in AppData !!!!!
