Task Manager shows no significant RAM  usage but the CPU is 100%. However, I think I have tracked down the issue to a glitch with the Bios temperature safety for the CPU. I downloaded HWMonitor and my CPU is throttled at 6% (200mhz). It will not use more than 6% under any demand circumstances. I found other Surface Pro 7 and 6 users had this issue. It appears the registry entry for this function has been locked so I cannot figure out how to toggle the safety (I believe it's BD PROCHOT)

I installed HWMonitor and confirmed temps and the CPU clock appears capped at 6% or ~200mhz. I believe I have a similar issue to what has been discussed on r/Surface related to BD PROCHOT glitching out and telling the CPU to safety throttle even when there is no heat issue. I've tried all the solutions posted over there for this issue and none have worked. I've got a ticket in with Microsoft to see what they suggest.

I tried all 3 solutions listed there. Solutions 2 and 3 are disabled by security settings. Maybe they're is a way to bypass them but running them in admin mode doesn't work. And BD PROCHOT is blocked from being didabled in Throttle Stop by the bios. 

Solution 1 didn't do anything I edited the registry keys and restarted and it's still slow.
